former package, previous package said no republican has ever been elected without ohio. since 1964, every democrat who has won has had to win ohio. jimmy carter didn't win it in the second time, gore lost it, dukakis lost it, and clinton won it twice, so it really is a predictor. it's 18 electoral votes and romney can win without winning ohio. >> already we are seeing problems in ohio with what amounts to voter suppression. the obama camp has deployed an army of lawyers. what is going on there? explain it. >> i think you should remember his name, i wish he had his picture, because he'll be the new katherine harris. remember her? she was the secretary of state of florida. he's a republican, and was elected in 2010. he sent absentee ballot applications to every voter in

ohio. and then some took part n sending back the absentee ballots. some got the ballots after requesting them, they'll go to the polling place on election day, and say no, you must cast a provisional ballots, and those can't be counted for 10 days. the long and short of it, i figure about a half million provisional ballots will be cast that won't be counted. and then to make matters worse, he send a directive out on friday saying that if the poll workers don't accurately put something in the envelope, the vote could be negated. the democrats are obviously going to go into court and try to overturn this. so you have a real big mess in ohio. >> very murky rationale there. a clear winner come tuesday night? >> unless the president wins in florida and virginia and doesn't need ohio and also wins

in wisconsin and iowa and nevada and new hampshire, if it comes down to ohio, we won't have a winner. and we won't even have the votes counted till 10 days from election day. >> i want to touch quickly on florida. you mentioned that another battleground state, four years ago, helped get out the minority vote. not so much this year. >> i'm not being partisan in any way, it's a question of a republican governor and republicans controlling both legislatures. they cut early voting and said there's no early voting on sunday. and that aided president obama who carried florida four years ago, because they literally marched people from the -- it was called souls to the polls, from the churches to the

precincts to vote. >> i'm getting a wrap. >> i'll be back. >> you will. see you next time. by the time the polls open tuesday, nearly a third of the country will have already cast their ballots. early voting has been huge in this election, especially in montgomery county. audrey barnes has that story. >> reporter: the early voting center in silver spring is dark now and quiet. state wide early voting is over. but before it ended, more than 17,000 people cast ballots early here. second highest in the county. >> easy. i voted across the street. hardly anyone there. it was great. simple. >> reporter: what do you think about having that option? >> i think it's absolutely necessary and i think more people would vote. >> i think it's fantastic. should have early voting. makes it easier for everybody to get to the polls. >> reporter: but long lines

were a common site at some of the sites in maryland, which turned off some. >> i tried to go thursday and the line was forever. i turned around, left. >> reporter: officials in d.c. and maryland were criticized for not having enough machines and staff to speed up the process. forcing some who wanted to vote early who brave the lines on tuesday. not everyone seems to mind. >> it's easy to get to, my polling place, was not necessary. i'm glad to know a lot of people turned out, that's promising. >> i want to vote on tuesday. i want to be part of the whole tuesday voting experience with everybody else, get my sticker, walk around. >> reporter: you want the drama? >> i want the drama. >> reporter: now the only voting option is early on tuesday. polls open at 7: 7:00 a.m. >> i guess i'll be up early. we're leaving the country at

we are following a developing story out of southeast tonight. police looking for a gunman who killed a 22-year-old man overnight. officers passed out flyers with the photo of andre jackson on it. he was the victim shot in the 300 block of ridge road. happened around 2:15 overnight. police are offering up to $25,000 as a reward. call d.c. police if you know anything about the shooting and you can remain anonymous. a maryland man who led an officer on a high speed pursuit is facing several charges, including assault and dui. the sheriff says teddy reagan junior was driving faster than 100 miles per hour when a deputy tried to pull him over. not only did he refuse to stop, deputies say he tried to ram a marked cruiser. two deputies opened fire on his suv. he was finally stopped in charlotte hall and arrested. news alert from pittsburgh tonight, where a 3-year-old boy

was killed at the zoo. the boy fell about 14 feet off a deck into a den for 11 african painted dogs. they look like this photo. witnesses immediately told staff members who called police. but the animals mauled the boy. the zoo says it's not clear whether he died from the fall or attack. zookeepers got 10 of the dogs away from the child. one dog had to be shot. a shooting at a community fair has left seven people hurt and police department searching for the gunman. it happened in savannah, georgia last night. victims all expected to survivor. several were detained and questioned, but all released. police don't yet know what caused the shooting. seven days after sandy slammed into the northeast, things are starting to get better. gas still hard to come by. the lights are coming back, along with the heat. heather childers reports from hoboken. >> reporter: 50,000 people live here. at the height of the storm,

23,000 customers lost power. it's now cut to half. crews are working quickly to restore power to everyone. fema is here helping out residents. we are inside a command post that's been set up by the power company. there are charging centers here, hot spots to plug into the internet, free food and water and coffee. free payment assistance. in the meantime, long lines at gas stations all across new jersey and new york. 5,000-gallon fuel trucks have been brought in. they've been set up at five locations across new york city for free gas. the first priority goes to first responders and emergency crews. but no one will be turned away. in new jersey, an odd/even numbered system according to license tags. end with an even number, go on

an even numbered day. odd number day, an odd number in your license tag. older residents being urged to seek shelter. 25,000 blankets distributed so far, and out of state national guard troops headed this way. people are pitching in to clean up their communities. residents returning to find nothing left of their homes. secretary of state of homeland security napolitano looking at the efforts as well as governor chris christie. >> 25 maryland troopers are in new jersey tonight to help. they'll spend monday in the coastal counties in new jersey. not clear how long they will stay. new york city mayor bloomberg says crews are working around the clock to bring the power back and clean up the mess. he says 20,000 people who need somewhere to live were public housing residents before the

storm. he visited staten island and the rock aways this weekend. construction industry will get help from the rebuilding effort. and that could translate into an economic boost. sandy has done up to $50 billion in damages, lost business and additional cost. it might lead to increase in manufacturing, but will take time since insurance companies have to pay claims first. you've seen the ads, but do you know where you stand on maryland's question seven? >> we break down the bill and talk to voters about the proposal ahead of election day. fox5 news at 10:00 coming back in just minutes.

can determine where a photograph was taken. >> by looking at the horizon, and you have a prop here. by looking at the picture, the horizon of a picture, how does that help fema say -- find people who need help? victims of the storm. >> it looks at the horizon in this photograph, and then it matches that against data. we can simulate what it's supposed to look like in every location. so it matches all possibilities against the horizon from the photograph and looks for the best match. the best match yields a location. >> that would help them find victims perhaps who they might not be able to reach? >> right. or in this case, we have a lot of pictures of hurricane damage that from hurricane sandy that the gps information was lost somehow. so fema doesn't know where the photographs came from. if they could geolocate the

photographs, they would know where they're from. >> how did you figure this out? i know you have a passion for computer programming and image processing. obviously it was a mesh of the two. >> yeah, i've really loved science and computers all my life. i was coming out of ap computer science and looking for a research project, and i found out about the idea of geolocation. that just fascinated me. i had thought about that before, never thinking that was possible to find out where a photograph was taken. i started playing around with it, and seeing the horizons and that gave me the idea what if a blueprint, can tell you where the photograph is taken. >> how is fema find out about you and your project? >> actually, i met an engineer at a conference in the summer where i presented the research. he had gotten the e-mail from fema where they had gotten the pictures. he contacted me, forwarded the e-mails and asked me if i could

new jersey yesterday. some people waited as long as 12 hours to get their allotted amount. >> reporter: it was the first day of odd/even gas rationing in new jersey. if the last license in your plate was odd, you could fill up, because november 3rd is an odd numbered day. not everyone got the message. >> there's an even numbered car in there. there's two, actually. are you going to turn them away? >> i cannot turn them away. what am i going to do? they got to get gas. today is the first day. but tomorrow and after tomorrow, they got t follow the rules. >> reporter: lines grew from stations where pumps weren't flowing. just the rumor a shipment was imment caused a run. these people had been here up to 12 hours. >> this was the closest to the house. i figure, i went to the wrong line, you hate to get off. >> reporter: state leaders announced free mobile fuel

trucks were on the way from the department of defense. but the federal government then asked the public though stay away from the free fuel until emergency responders had fueled up. new york governor cuomo assured residents millions of gallons were coming in shipments from the ports now that the coast guard opened the harbor. >> we did have a shortage, because the tankers were not delivery, because the tankers were held in the harbor. that situation has been remedied. gas stations will be getting fuel. >> reporter: new jersey governor chris christie also spoke of more gasoline becoming available in coming days, but said until power is restored, many stations will remain closed. >> really what we need is to get the gas stations powered up themselves. a lot of these stations have fuel, but can't pump it because they don't have electricity. many of the stations in new jersey do not have generator capabilities. >> reporter: politicians are promising more fuel supplies are on the way.

low pressure system that will pull in from the northwest and then another piece of energy, possibly that could merge with it other areas of the upper great lakes. looks like we'll see a low pressure system forming to the southeast and will make its way straight up the east coast. the question is the timing as well as the strength, and as well as the track. those are the three things we can't pin down now. the models are all over the place now. one of them wants to make the merge happen, another one doesn't. one wants to pull it more out to sea, another one closer to the coast. the timing and track of this system is uncertain. election day, we'll have chilly conditions upper midwest. warm to the southwest. rain to the south. for us, pretty much a sunny day. hopefully you can get out there and vote, as we hope everybody will be doing. time the polls are open. chilly day, partly sunny. highs in the low 50s.

if you have to stand in line, dress accordingly. 36 tonight. tomorrow, 51 degrees for highs. and here's a look at your fox 5 accu weather seven-day forecast, with that storm system, talking plenty of rainfall and strong winds as a possibility straight up the east coast. we'll have to watch that closely and see how it all bears out. the end of the week back to sunshine and warming up to 60 degrees. >> all right. sounds good. >> thanks, gwen. despite the cancellation of the new york city marathon, thousands poured into the area to either run the 26.2 miles or to run to hard hit neighborhoods to help out. but some who canceled their trip to new york ended up in indianapolis instead for another marathon. joe galvin was there. >> reporter: as thousands of runners got ready for the marathon downtown, there were many with stories like eric. >> i was getting on a plane

yesterday afternoon to go to new york, and my racing buddy jim here, gives me a call. >> reporter: his buddy was calling to tell him the marathon had been canceled in the wake of hurricane sandy. he was literally boarding his night in chicago. >> we got off the plane to new york, called the race director here, and he said he'd let us in. >> reporter: as they and other runners lined up and took off, founder carlton ray was there to cheer them on, happy to show even the more than 10,000 already registered what indianapolis is all about. >> we have wonderful monuments, and neighborhoods. >> reporter: to give you an idea of the number of people, these are sweats and coats the people shed at the starting line, all the things in this pile will be given up for donation. for some, it was enough to get it done. >> finished so that's all i wanted to do. >> reporter: for others, who trained as a part of back on your feet, there was a bigger
